"run on" is a matter of definition, but I would not call it a joke. It's been presented through pretty much anything that can be used as a screen.
In example, good old NES have too little memory, but people have worked around it by running a full raspberry pieinside the game casette they put into the console... XD

Apparently it can on certain things now 🤔. Emulators and downloads are amazing these days. But the original doom graphics are a bit hit and miss 😅
